Matt Horn, MRB Group, will briefly review the 2023 Annual Report of the CLDC and the CLDC’s strategic priorities.


Downtown Parking 00:38:30

Last year concerns were raised by property owners Downtown about the lack of long-term/overnight parking that was impacting their residential tenants as well as at short-term rentals. The City Council asked the City Manager and the BID Director to form a committee to review the Parking Study and current parking regulations with the intention of simplifying parking regulations while increasing long-term and overnight parking. A draft map was reviewed at the September 5, 2023 Planning Committee meeting and the map received approval; however, it was not formally adopted due to the need to replace all signage, City Staff completed an ADA handicap parking space review and we anticipated additional feedback. An updated Draft Parking Map is attached to the agenda which in summary proposes the following changes: • There will be All Day parking, but with alternate nights of no parking for entire lots from November 1 st to April 1st to ensure the lots can be maintained and snow removed. • All on-street parking will increase from 1.5 hours to 2 hours (*not shown on map) • Coach Street and Phoenix Street become one-ways off Main Street until the entrance of the Bristol Street Parking Lot (Coach Street) and until Mill Street (Phoenix Street). This is similar to how Coy Street is one-way and then becomes two-way. • Short-term (2-hour parking) from 5AM to 6 PM in the Bristol Street Lot, Coy Street Lot and Mill Street Lots 2 & 3 (denoted by pattern). • The Pavilion Lot would have no parking from 2AM to 5AM on Saturday to allow for the Farmer’s Market and other events on a year-round basis under the Pavilion. • Electric vehicle charging station locations that exist or soon will exist are noted on the map.


New York Main Street- Contract Award 01:02:20

Last year the City applied for and was awarded grant funding from the New York Main Street Program’s Technical Assistance category. In summary, the grant that we were awarded is to conduct a feasibility analysis of four to five buildings on Main Street in our Downtown for rehabilitation and re-use options. The focus is revitalization of substandard and/or underutilized 2nd and 3rd floors, whose rehabilitation has been hampered by an incomplete understanding of their condition, renovation needs and costs, market dynamics and viable re use scenarios. Once complete, the intention is to use the feasibility analysis reports to apply for construction/rehabilitation grants to facilitate work (the City successfully completed this process for four buildings and a portion of The Central on Main). The grant is for a total of $20,000 and each participating property owner will contribute $1,500 for the local match component which results in a total project of $27,500 and completion of feasibility analysis reports for five buildings. RFPQ for firms to prepare a feasibility analysis that contains an evaluation of each identified building, design concept renderings, scope of work and cost estimates for each building was solicited with two proposals received from Hunt Engineers and MRB Group. After reviewing the proposals and interviewing the firms, City Staff recommends awarding a contract to MRB Group due to their extensive experience executing plans for other New York Main Street grant recipients.

Budget Amendment – Recruitment 01:37:04

The City Manager recently completed an unsuccessful search for the City Treasurer and a successful search for the Director of Public Works. The budget for job advertisements ($2,500 plus $2,000 internal budget amendment) has been depleted and a second City Treasurer search is necessary. Currently, Deputy Director of Public Works and Code Enforcement Officer searches are underway and advertisements with publications or trade organizations specific for these positions is desired. The City Manager is requesting $10,000 be appropriated from the 2024 Budget Contingency for recruitment for job advertisements ($5,000) and for specific executive search services related to the City Treasurer position ($5,000).


Awarding Bids 01:40:35

a. Water and Sewer Parts Bids were recently opened for a variety of water distribution system and wastewater collection system parts including pipe, fittings, valves, hydrants, etc. which are required to complete various upcoming projects and maintain City infrastructure. The lowest responsible bid for all of the requested materials was from Core and Main at a total cost of $62,913.99 ($55,159.80 for water; $7,754.19 for sewer). There are sufficient funds in the operating accounts in the Water and Sewer funds respectively for these parts. City Staff recommends awarding the contract. b. Central Garage Climate Control & Ventilation Equipment The Central Garage lacks air conditioning and is in need of new ventilation equipment. The Capital Budget included funding ($50,000) to add this equipment to this space in order to provide a safe and comfortable working environment for Central Garage Mechanics and prevent heat related health issues. Bids were received for this service and the lowest responsible and complete bid for all of the requested materials was from Win Supply at a total cost of $31,621. City Staff recommends awarding the contract. Note that this award is for the equipment, additional materials (duct work) will need to be purchased for in-house installation. c. Water Treatment Plant Cooling Tower Cooling Towers can create ideal conditions for bacteria to grow including Legionella which requires chemical treatment and monitoring. Bids were received for this service and the lowest responsible bid for all of the requested materials was from Jemco Water Treatment Services at a total cost of $3,500. City Staff recommends awarding the contract. d. Street Marking and Painting Bids were received for the annual street marking program which includes the re-painting of all crosswalks and street markings. The lowest responsible bid for all of the requested materials was from Shuttleworth at a total cost of $127,349. Sufficient funding is available in the General Fund Operating Budget. City Staff recommends awarding the contract. e. Roll-off Truck Conversion Currently, the City lacks the proper/safe equipment to move roll off dumpsters at the Water Resource Recovery Facility. As part of the 2024 Sewer Fund Capital Budget ($80,000), an existing truck was planned to be converted to be able to move and transport a roll off dumpster. This also provides us an opportunity to transport roll off dumpsters. Bids were received for this work and the lowest responsible bid for all of the requested materials was from Cyncon at a total cost of $80,650. An additional $650 is needed to be transferred from the Sewer Fund Capital Reserve for this project. City Staff recommends awarding the contract.


Lease Agreements Or Amendments 01:48:10

a. Community Broadband Networks (CBN) Water Tower Lease Proposal CBN is a local fixed-wireless internet service provider based out of Geneva and has requested to lease a portion of the North Main Street Water Tower. In exchange the City will receive $250 monthly rent with a 2% annual increase over five years and free wireless internet service at City Parks that currently lack internet access or are separated from the City network (Jefferson Park, Water Treatment Plan, Baker Park, Sonnenberg Park). b. Lease Amendment/Extension – Cell Tower at WRRF The City had leased a portion of property at the WRRF for a cell tower since January 1997 and said lease expired on December 31, 2021 which was extended on a month-to-month basis through December 31, 2023. A successor agreement has been negotiated for an additional 20-year period with an increased annual rent and clarification on the disposition of the tower upon the end of the lease.
