Informational Item - Stormwater Management Update 00:00:01

Kevin Olvany will update the Committee on stormwater management improvements along the Sucker Brook corridor as well as the Watershed Councils’ consolidated funding application (CFA) projects.


Pickleball at Sonnenberg Park 00:55:24

Our parks and their facilities have hours outlined in the City Code. Sonnenberg opens at 6 AM and closes at sunset which includes all facilities located within the park. Residents on Howell Street have raised concerns about pickleball. To accommodate the residents and allow for our public parks to be utilized, a proposed change of operating hours for the pickleball courts has been proffered to between 8 AM and 8 PM.


Rollout of Automated External Defibrillators (AEDs) in City Parks 01:11:34

New legislation was recently passed requiring camps and youth sport programs to develop a plan for AED access at all of their practices and games. Additionally, the availability of AEDS requires a training component where at least one present volunteer, coach, etc., is qualified in the operation of an AED. In partnership with Canandaigua Area Soccer League (CASL), City Staff recommends the installation of public AEDS in five (5) of our parks (Kershaw, Baker, Jefferson, North East and Sonnenberg) to ensure access to this life saving equipment where camps and youth sports take place within the City. The City will purchase the AED devices and storage cabinets for a total cost of $22,975 ($4,595 per complete unit with climate-controlled box) utilizing funds from the Parks and Open Space Reserve (current balance of $126K). The intent is for CASL to reimburse the City for a portion of the costs per unit and seek further sponsorships to help offset the costs. The public AEDs would be in climate controlled, alarmed, remotely monitored boxes to prevent the AED equipment from degrading and protect it from vandalism. This initiative aims to enhance public safety, ensure compliance with NYS law and ensure even quicker response in case of cardiac emergencies.


Capital Improvement Grants for Pro-Housing Communities Program 01:26:17

As a Pro-Housing Community, the City is eligible for a new grant program available from the Empire State Development Grant Funds Program to support capital improvement and placemaking projects located within Pro-Housing Certified communities with grants up to $3 million per project. City Staff have been having strategic discussions about projects within the City that would best meet the program criteria and provide the highest probability of award and partnerships with a housing non-profit or developer that needs assistance with a housing development and can help with the required local match component. City Staff would like to hire a grant writer to assist in preparing the application due July 31st and is recommends appropriating $10,000 from the 2024 Budget Contingency for this purpose.


Local Law - Enforcement of Unlicensed Cannabis Dispensaries 01:32:55

New York State has amended the Cannabis Law granting local governments increased powers to inspect properties and to regulate and pursue enforcement remedies against unlicensed cannabis activity. Per the discussion at the Ordinance Committee on May 21st, Corporation Counsel, David Hou, has drafted a local law enabling the City to inspect properties suspected of unlicensed cannabis activities, and to pursue enforcement remedies against such activities.


Multiple Utility Pole “Double Wood” Ordinance 01:38:37

When a utility pole owner replaces a pole, all attachments belonging to the pole owner, as well as third parties, and equipment must be transferred to the new pole. When these transfers don’t occur in an efficient manner, two or more poles remain at the location which is commonly referred to as “double wood”. Over time, the number of double wood poles grows creating safety and aesthetic issues. A recently inventory of all double wood in the City found that there are currently 263 locations. Draft legislation for an ordinance to help address this issue is attached to the agenda for discussion.
