Comprehensive Plan Update 00:00:30

In June 2024, a Comprehensive Plan Committee, chaired by Councilmember Thomas Lyon, was appointed to review and provide recommended updates to the City’s Comprehensive Plan. The Committee met five times from September through November 2024. The purpose of the review was not to make wholesale changes to the plan, but to update data and status of previous plan recommendations. A presentation of the update will be made to the Committee.


Easement for Water Main 00:19:47

The City has been working to re-line or abandon the water main that runs through Jefferson Park, into the woods and turns up towards East Street. The lining project did not work as originally planned and was cancelled. Lining was complete from Main Street to Jefferson Ave on Phelps/Saltonstall Streets. An alternative plan to install a new main was developed, but required an easement. DPW has obtained an agreement for an easement for a small area between Tillotson Street and the corner of Leicester and Phoenix St. to install a new water main. This would connect the main on Leicester to a new main that would be installed in the right-of-way of Jefferson Park. It will allow the City to abandon the main in the woods (this main has caused the two largest water loss breaks in the history of the City).


Climate Adaptation & Resiliency Plan 00:31:19

As part of the City’s Climate Smart Community Silver designation, one action item not completed was a Climate Adaptation & Resiliency Plan. This plan will identify and assess potential climate change impacts, then outline specific actions to minimize vulnerabilities and build resilience to those impacts. It is intended to be a roadmap for and responding to climate change risks. Genesee/Finger Lakes Regional Planning Council (GLFPRC) has proffered to prepare these plans at no expense to a limited number of municipalities on a first come, first serve basis.


Evaluation of the Small Business Development Loan Program & Renewal of Contract with Habitat for Humanity 00:40:18

The City has been utilizing pre-1999 former CDBG funding to support housing repair and energy efficiency programs along with a Small Business Development Loan Program. Over the last decade, these funds have been depleting. To fund our Critical Home Repair program (previously called Home Preservation Program) which provides home repair services that address health, safety, livability and accessibility issues for qualified low-income, we are suggesting sunsetting the City’s Small Business Development Loan program. The County IDA, in partnership with Canandaigua National Bank, recently unveiled their EAGLE loan fund which offers low interest loans to small businesses in Ontario County. As such, the remaining funds in the can be used for housing program and the City’s loan program can be eliminated.


Awarding bid for Lakeshore Camera Project 01:23:23

The Police Department received a law enforcement technologies (LETECH) grant from the NYS Division of Criminal Justice Services. This grant will fund 100% of the installation of cameras along the lakefront at Kershaw and Lakefront Parks. An RFP was issued with 13 complete bids received. City Staff is recommending awarding the contract to Integrated Systems for $105,325.75. Integrated is not the lowest bidder but they have successfully completed the Downtown camera program, will use equipment and software that compatible with existing City infrastructure, and will be able to provide on-going technical support. As such, their proposal is better aligned to provide consistency within our entire surveillance system.
