FLCC Culinary Arts Center Easements.
00:14Ontario County, on behalf of the property owner, Canandaigua Area Development Corporation (CADC), is requesting City Council approval of the relocation of two existing easements; sewer and pedestrian. The easements cross the proposed 2.519-acre property (to be subdivided from the main parcel) that is part of the master plan to develop a Finger Lakes Community College Culinary Arts Center of Excellence. The proposal also includes modifications to the city-owned parking lot north of Speedway at Lakeshore Dr. and Muar St. to improve traffic circulation.
Water Treatment Plant Upgrades (WTP) Bonding.
29:16The City has been planning improvements at the Water Treatment Plant (WTP) to ensure we can provide the quantity and quality water demands of the community and wholesale customers. The improvements with costs estimated for a 2027 bid award include a new carbon dioxide pH suppression system ($1.5 million), dissolved air floatation (DAF) to replace and improve the settling tubes ($7 million), complete filter rehabilitation ($5 million), and replacement of the programmable logic controller (PLC) and Supervisory Control and Data Acquisition (SCADA) systems ($1.5 million). These costs are higher than originally planned, but we are confident we can obtain a WIIA Intermunicipal grant (40% or $6.2 million). As you may recall from previous grant applications, NYS requires a show of commitment to the project as part of the application in the form of an approved bonding resolution. As such, a resolution to authorize $15.5 million in bonding has been prepared for the next City Council meeting for the applications due in June/July.
Updated Water Service Permit Fees.
38:56The DPW handles permitting for any new or upgraded water services within the City. The permit process and associated fees apply to both residential and commercial properties for any new/upgraded (i.e. upsized) services. DPW is requesting to update the fee structure for water permits to fully cover time and materials. This update aligns with other municipalities that charge similar rates. As most of the service upgrades are for commercial properties, DPW anticipates this change will minimally affect the average residential homeowner. Most importantly, the new fees cover the related costs to the City.
Fire Station #1 Electrical Upgrades.
43:57The project will upgrade the electrical system at Fire Station #1 by reconfiguring panels and wiring so the entire building can be powered by emergency generator power during an outage. Currently, only partial backup power is available. This improvement ensures full-building emergency power capability to support its role as the City’s Emergency Operations Center. Two bids were received and staff recommends awarding the contract to Colacino in the amount of $42,519.51. The project also involves Alternate #1, which is a complete facility inspection to test all panels, grounding systems, etc. to ensure the building’s electrical system is wired and working correctly. The project, without Alternate #1, is within the approved capital budget of $45,000. Adding Alternate #1 for $3,450 will require a budget amendment to add an additional $970 from the capital reserve.
Fire Department SOP/GO Update - Lexipol Presentation.
49:41The Fire Department policies and procedures manual is in need of updating. LexiPol will be in attendance to discuss their proposal to complete a new Fire Policy Manual. Lexipol is the industry standard for police and fire policy manuals. We will need to appropriate $20,000 from the contingency budget for funding allocation.
Unaudited 2025 Financials and Financial Projections.
01:10:29Former Treasurer Nancy Abdallah and current Treasurer Ashley Doyle will present the unaudited financial statements for 2025. Additionally, staff will discuss five-year financial projections, including budget considerations and the potential financial implications of proposed Tier 6 retirement changes and a SAFER grant award on long-term planning.
