02:38The goal of these recommendations is to update the City’s zoning code and expand opportunities for affordable housing, including multi-family housing and other residential development that is beyond the current prevalence of single-family detached homes on quarter acre lots. Some of the proposed changes include re zoning the Jefferson Park area, allowing residential conversions and consolidation of specific zoning districts. Planning Director, Rick Brown, will be in attendance to discuss the proposed updates and answer questions.
WTP 30” Flow Meter.
56:55The Water Treatment Plant utilizes several flow meters throughout its water transmission system. During an electrical brownout in March 2026, the electronic transmitter (the "brains" of the flow meter) on one of the inline magnetic flow meters was damaged and became inoperable. WTP staff immediately began working to replace the transmitter and identified a replacement component costing approximately $7,000. Staff proceeded with placing the order; however, after several months of delays due to an unresponsive vendor, staff was informed on June 29, 2026 that replacing only the transmitter was not possible and that the entire flow meter must be replaced. Staff has since obtained a quote for the replacement flow meter, including installation, at a cost of approximately $35,000. Staff is requesting approval of a capital budget amendment to utilize funds from the Water Capital to purchase and install the new flow meter.
Budget Amendment for Roseland Pump Station Repairs.
59:23There are several pump stations in our sanitary sewer collection system. The Roseland Pump Station currently serves city collection only and services the mini-golf course, brewery and Roseland Water park. Three (3) valves that serve one of the two pumps which keep the pumps from losing prime need replacement. The cost for the valves and the work to install them is $18,000. The plan is to transfer $18,000 from the excavator replacement project in the Sewer Fund 302 Capital Budget. Note that we had significant savings from this project that ultimately funded the purchase of two excavators and used funds from all three major accounts (General/Water/Sewer).
