00:25As a result of a resident’s recent concern about a neighboring property removing trees on their private property and the resident requesting that the City do something to stop the removal of trees, Councilmember Fox requested a discussion about potentially regulating the removal of trees from private property.
Veteran’s Exemption.
52:29New York State recently amended Real Property Tax Law §458-a to provide a full 100% property tax exemption on the primary residence for qualifying veterans with permanent and total disability related to their military service. Municipalities have the option to adopt this exemption. Tina Rados, City Assessor, will be in attendance to present on the changes and provide the Council with information to make an informed decision regarding the adoption of the exemption.
Ad Hoc Tick-Borne Diseases Education and Prevention Committee Quarterly Update.

Water Treatment Plant Capital Budget Amendment.
02:12:16The City has been planning improvements at the Water Treatment Plant to ensure we can provide the quantity and quality water demands of the community and wholesale customers. The improvements with costs estimated for a 2027 bid award include a new carbon dioxide pH suppression system ($1.5 million), dissolved air floatation (DAF) to replace and improve the settling tubes ($7 million), and complete filter rehabilitation ($5 million). The City Council authorized a bond up to $15.5 million for this project in order to apply for grant funding. The filters are showing signs of the beginning states of failure and City Staff recommends designing this project now to start the project with grant funding or a reduced scope project without grant funding in 2027. This requires a Water Fund Capital Budget amendment to appropriate $760,000 for the design work.
